Parliamentary democracy is, thus, based not on any theory of divine right the majority to govern but on the twin principles of tolerance and compromise. The obligation of tolerance is incumbent on both the majority and the minority; the majority has to respect the legitimate rights and interests o the majority while the majority has the obligation to be responsible and constructive, even co-operative in its opposition and thereby be a partner of the minority in the discharge of its responsibilities.
